Hospitals: London health trusts plot legal action over new IT system

Some of London's largest hospital trusts are drawing up claims for compensation relating to the disastrous performance of computer systems installed by BT under the government's controversial £12.7bn overhaul of NHS IT systems in England.

Board minutes from the Royal Free Hampstead NHS Trust show members discussing who is to blame for shortcomings in a patient administration system, additional spending required to cope with the crisis, and the possibility of legal action.

Minutes dated August 28, seen by the Guardian and Computer Weekly, describe trust chief executive Andrew Way outlining his view of who is to blame. "With regard to compensation, Mr Way reminded members that the contract was with the Secretary of State and that currently it was considered the NHS as a whole was failing to deliver more substantially than BT."

The papers show the board also noted one other trust - not named - was known to be seeking compensation. The Royal Free board has instructed staff to log "all problems ... encountered to be used in the event that a claim proves possible".

In 2003 BT Global Services won a £993m 10-year contract to build a care records service throughout the NHS in London. BT has given no indication its London NHS contract is under pressure. But two out of its three fellow NHS IT contractors in other regions in England - Fujitsu and Accenture - have withdrawn from similar contracts.

Work on the BT London contract has been mired in difficulties, particularly around administration systems produced by US software sub-contractor Cerner.

Cerner's system has been installed by BT in four London acute trusts. In each case, trust board minutes detail a litany of glitches, bugs and system failures. The latest minutes from Barts record: "Clinics were reduced in some areas and issues with bookings meant that some clinics and operating theatres were not operating at their usual capacity."

Hospitals earn income from primary care trusts for the patients they treat, so reduced activity is expected to hit Barts' income. As a result of "data quality issues" from BT's implementation of Cerner systems, Barts is forecasting "an under-performance of £3m for the year".

At Barnet 14,000 patients contacted the trust with concerns about their treatment compared with 5,500 in 2006.

A spokesman for NHS London said: "As you would expect with such a major system being implemented in large and complex organisations, there have been some difficulties in the early stages. However, these have eased as staff have got used to the new system . Patients and staff are now seeing the benefit of a more efficient IT system and we expect the improvements to continue as the system rolls out."

BT said: "There are no trusts which are making claims against BT. The issues that have been reported are bedding-down issues."

Sony Ericsson’s G700 Mobile Phone

2008 is definitely Sony Ericsson’s time to shine they unveil their new G series mobile phones, which currently consists of the Sony Ericsson G900 and it’s budge size little brother, the Sony Ericsson G700. The G700 is currently being under appreciated due to the critical acclaim being given to the G900, resulting in the G700 being overshadowed by its sister model. The Sony Ericsson G700 is definitely worth a second look, despite a few disadvantages that I will expound on later.

Touch screens are all the rage these days, due to the success of the iPhone, and the Sony Ericsson G series jumps into the bandwagon by including touch screen capabilities into its two models. The Sony Ericsson G700 performs well in this regard, with its 2.4 inch TFT LCD touch screen with 262k colors. Overall, it can display videos or images in 320 x 240 pixels. As a bit of comparison, that means a G700′s display has half the resolution of a 14-inch colored TV, but can have 3 times more color.

The unit itself is lightweight enough, measuring 4.2 inches in length and 1.9 inches in Width, with a half an inch thickness. I can easily fit this into my pants’ pocket or your shirt pocket, if it has one. Although it can be a little bit heavy for its size, probably as a result of all the nifty features packed in.

The Sony Ericsson G700 is a true smartphone with Symbian support, allowing the installation of third party features and softwares, which is perfectly complemented by its large storage capacity (160 MB) and the ability to use Sony’s Memory Stick Micro for up to 8GB of storage space. Perfect for all those videos and MP3s you have lying around. Considering the G700′s 128MB ram and 208 mhz arm9 processor, there is a possibility that you can play ports of old PC games in your phone.

In terms of actual multimedia capabilities, the G700 does not disappoint. It has all the prerequisites in a modern, multimedia smartphone. An Mp3 player that supports all the popular audio standards, an FM radio with RDS, a Video and Camcorder that supports Mpeg4, 3gp, real media and WMV files, and a Digital Camera with 3.2 megapixels and a 3X digital zoom.

The battery is also very good, using a lithium polymer 950 mAh, the Sony Ericsson G700 can have a talktime of 12 hours and 380(!) hours of standby time. That means if you didn’t use it for talking, you won’t have to recharge the battery for almost 2 weeks. Very few phone reviews mention this part, but that can save you a small amount in electricity bills.

Lastly, its Network capabilities run all the standards except for WiFi (the G900 has wifi), which is a shame because WiFi is starting to catch on now. That means you can get GSM, GPRS, and UMTS signals but if a network server uses Wifi, you won’t be able to use it to access the internet

All in all, the Sony Ericsson G700 is a capable little smartphone that is worth its price. Its only slight disadvantage is not really that big of a deal and can be easily circumvented by going for its higher end sister, the G900.

IFA 2008: Phillips Essence TV Sure Is Thin and Pretty

For years, flat panel TVs have all been about who has the biggest [typical] but these days, it's all about who has the thinnest.

Sony showed off its really thin Bravia ZX1 last week at the IFA Show 2008 in Berlin just as Philips was introducing its own pared-down TV, the Essence.

It's not as thin as the Bravia ZX1 but it is clever and at 38mm deep all the way through, it's been designed to make it easy to hang flush on your wall. Apart from being beautifully designed, the Essence is a 42in 1080p telly with 100Hz picture processing and a 2-millisecond response time. It also weighs just 16.5kg and comes with all you need to mount it perfectly in the box.

Giant SNES Controller For Really, Really Big Hands

There are times when I have blamed my own gaming shortcomings on the controller being too small and fiddly and wishing things were just a little big bigger.

Still, even I think that a console control measuring 4-feet across is taking the mickey. Like this cool, giant-sized SNES controller built by dedicated modders at SCAD Inc. And, yes, it works. Dom Jolie would be so proud.

Official: Steve Jobs Not Dead

steve jobs1.jpg We all know Apple CEO, Steve Jobs, has suffered some cancer scares in recent years and has, to be fair, been looking a wee bit thinner than is probably healthy but I bet even Steve was surprised to find out yesterday that he had died.

Bloomberg Business News mistakenly sent out Steve's obituary to thousands of clients online despite it being marked "Hold for release - Do not use'.

In it, there was recent praise about Steve from Apple co-founder Steve Wozniak and even some ancient praise by Bill Gates from 1998. Bill said:
